The purpose of this study is to find out, describe and analyze how the behavior employees in Regional Personnel Board East Kutai Regency what things are behind Civil Service Agency Regency. To reveal reality, qualitative research methods used where data obtained processed by organizing sorting into patterns or categories descriptions basic units so that they can be read interpreted. Based on facts phenomena field, results as follows: First, Order discipline at BKD an example for agency, service other work carried out with full awareness implementation part organizational culture. Second, increasing employee morale ethic providing motivation a result public demand services. Third, Agency, cooperation necessity realize success services wherewith teamwork system, will helped feel benefits compared working alone. Fourth, Employment duties functions run well professionally, especially facing demands provision education training reliability carrying tasks high quality, right time, carefully, procedures easy understand follow those who need Fifth, improvement skills, both technical skills manage self others owned ASN ability carry certain task, physically mentally. Sixth, Efforts improve attitude within form activities whose main attitudes, said very supportive his work. Seventh, Employees given enthusiasm all times disciplined completing their stated description positions responsibilities. factors include existence recruitment process through direct appointments, computer answer sheets, thirdly, computer-assisted test (CAT) system questions have undergone changes, seriously. because it impact future having institution occupied employee. level influences mindset which improved formal non-formal means performance. This knowledge supporting competence job but practice, there still many not accordance existing position. motivated diligently if salaries paid increased prices income increase competence. employee's lifestyle related must able adjust daily life earned take credit from banks beyond limit, resulting no longer focusing duty responsibility. environmental situation Office has influence shaping employees, although borrow Bappeda building, making atmosphere optimal, good created relationship between also good, supported adequate facilities.
